	<p>In Maharashtra State especially in Mumbai, Thane and Navi Mumbai, there is lots of inconvenience in purchasing stamp paper due to non-availability and shortage of stamp papers at the neighboring places. Rs.10, Rs.20, Rs.50, stamp paper always not available to public. There are very marginal vendors in Mumbai who is selling stamp paper of Rs.100 and above denomination. </p>
	<p>For buying a stamp paper, one has to travel long distance and stand in a long queue in the available places. For just purchasing a stamp paper one has to take a leave from office or his employment as it is available only on office hours i.e. between 10 a.m. to 5 p.m. there also a rationing system. It is like paying money to government is a crime. </p>
	<p>After Telgi scam, government did not improved the distribution of stamp papers at the nearest outlets.  For government’s own mistake and lack of willingness to solve the problem, people are suffering.  Governance is replaced in a queued democracy. Paying and getting govt. you should stand in a long queue and take lots of pain and inconvenience.  </p>
	<p>People facing this problem for years together in Maharashtra. Our ministers and bureaucracy is least interested in providing basic facility even if citizen are ready to pay. In Mumbai like place, people frequently require stamp papers for society, municipal, banks and other services. Why should we suffer at the cost of Telgi and others. That means govt. have no confidence and idea in tackling such issues for many years.  </p>
	<p>Considering the above problem, I have some suggestion to get fast and easy access for stamp paper.</p>
	<p>•	Stamp papers should be made available at all post offices, banks, government offices other than stamp vendors/ other outlets.<br />
•<br />
The timing of the stamp vendor should be extended from the existing 5.00 O’ Clock i.e. upto 8 p.m.</p>
	<p>•	Stamp papers should be made available at all denominations especially below 100.</p>
	<p>•	Government should be make legislation in avoiding stamp paper/franking in many transactions and instead collect cash directly.<br />
•<br />
Pre-printed forms should be made available at all government/ public utility services etc. </p>
	<p>Let us hope that government should take up this issue to improve the part of governance and basic delivery system.  Is the Maharashtra present CM Mr. Ashok Chavan listening us?

	<p>In India, more than 95% of the schools are not teaching properly.  It is very difficult to get good education without tuition and parents teaching.  Teachers are just interested to give home work.  Most of the schools are giving less importance to teaching but to financial gains. Poor students are facing learning difficulties due to lack of support from parents and non-tuition.  </p>
	<p>Getting good education is a distant dream for middle class and poor in India. Schools are just interested in increasing fees and other expenses. Parents are burdened with frequent hikes in school fees, transport and other expenses. While govt. passed right to Education bill in Parliament, but it lacks clarity on how the public schooling system improved and how the parents are getting the benefit from govt. to send their children to school.</p>
	<p>There is utter confusion and lack of clarity in this bill which needs to be better debated. The education sector is in dismayed condition and needs better revamp mode by removing unwanted burden of teaching while introducing latest subjects to mould and equip students for future needs of industry and to increase employment level.</p>
	<p>Government is collecting education tax which is not used in improving education standard. Govt. even blames child labor for decreasing strength in schools without bringing tough legislation and efforts to get these children back to school. On the other, our govt. is making false claims saying that education is free up to High school which is baseless.  What is happening now is parents are burdened with higher educational expenses to get a basic education to their children.    </p>
	<p>Other reason for non-performance of teaching staff is job security in govt. run schools and the staff engagement in other business/ jobs etc. Many a times, an unqualified staff is coming into teaching profession who are just holding certificates, but lacks teaching skills. Sometimes even teachers cannot match up with bright students in resolving their queries. The problems are plenty: there is bias, favoritism among the teachers.</p>
	<p>The good public school system has almost collapsed in India. Even the unaided schools perform very badly except ones like CBSE and ICSE schools which are unaffordable to majority of Indians.  Other worrying fact is the politicization of syllabus and educational institutions in almost every state. Governments – leading in state and center – are playing petty politics to push their agenda in the curriculum. </p>
	<p>Among one of the most corrupted institution in India is educational institutions, as most of them owned by politician, bureaucrats, religious trusts etc. A lion’s share of family income goes to children’s education and most of the families are facing problem to meet the both ends.  In early days, there were people run educational institutions for social cause, but nowadays the same institutions have become a milking cash cow. </p>
	<p>Considering the above problems, I am putting some of the suggestions:</p>
	<p>•	Strengthening and improvement in public school system by reviewing state syllabus at par with C.B.S.E. syllabus.</p>
	<p>•	Teachers’ ability to teach the students should be checked every year by conducting exams, as most of the teachers are incompetent due to lack of skill, knowledge, absenteeism, laziness and lack of accountability.</p>
	<p>•	There should be a system where students and parents can judge about their teachers, their school, curriculum etc on half and yearly basis to take corrective steps.  </p>
	<p>•	A complaint/suggestion register should be made available in every schools with a stamp and signature of education department.</p>
	<p>•	A special toll free helpline should be provided to let the district and state authorities know the schools’ problem.</p>
	<p>•	Improving teaching and technical skill like computers etc. the teachers need to retrain in Information Technology and modern methods of teaching and increase efficiency in classroom teaching so that students need not depend on home work and tuition. </p>
	<p>•	Meditation and yoga should be made compulsory in school to improve the efficiency and attention of the students. </p>
	<p>•	Other major recommendation is that students should get any one or two basic technical skills at school level itself. It’ll be helpful for the students in further studies.

	<p>The answer is simple. The government’s policy on minority appeasement, their arrogance towards majority and terrorism is the prime reasons. While Hindus especially the open caste is the most sympathetic towards Jews and Israel. This sentiment is growing day by day after 26/11 terrorist attack in Mumbai. Majority community facing alienation and insecurity in our own country due to divide and rule policy and lack of command and control and leadership crisis in India. There is a feeling that our leaders just talk, not act. While country like Israel act first and then talk. That is the major difference which attracting many Indians towards Israel. India is like a big elephant, who don’t know her strength.  </p>
	<p>There is a conspiracy going on to disrupt relation between India and Israel, which is evident from 26/11 attack. But the opposite is happening. There is a growing sympathy towards Israel after Nariman House attack. </p>
	<p>The time has come to improve full fledged bilateral, cultural, technological and military ties with Israel as both countries facing terrorism and share same sentiments. It is necessary in today’s circumstances to check and counter the threat from neighboring countries especially like Pakistan, China and Nepal (Maoist). </p>
	<p>India’s foreign policy think tank needs a major revamp in their thinking and approach and we should move to the self determined nation instead of begging for help from ‘biased’ international community and showcasing our weakness as a victim of neighbours.  Indian govt. and corporate companies also come out their rigid stand and improve closer ties up with Israeli govt. and companies for mutual benefit. Crisis ridden Indian diplomacy, political and military establishment need to learn many thing from our neighbour in international diplomacy. </p>
	<p>During Kargil crisis, Israel supported India, which Indian govt. cannot forget overnight.  There is a famous saying that a friend in need is a friend indeed. Indian government should not burdened with history.  India needs a thinking regime with brave heart.  Is our government listening?

	<p>The answer is simple.It is due to open space encroachment and the flow of water obstructed by narrowing down existing gutters and nallas.  There is also frequent obstruction and blockages due to wide encroachments by builders, shopkeepers, slum dwellers etc. Other major problem is  due to high official corruption in work carrying out by BMC contractor and most of the times, work completion just remain in paper only. </p>
	<p>Instead of addressing this problem by widening and deepening the existing gutters and removing the blockages and obstruction and encroachments over the gutters,  the citizen of Mumbai compelled to face the flood frequently.  </p>
	<p>When there is a flood, govt., BMC and media come out with statistics and numbers of high rain, high tide and other things without addressing the root cause. The construction activities in Mumbai reached at many fold for the last 10 years.  </p>
	<p>For last 15 years, many open space meant for garden, open ground etc. encroached by builders in connivance with officials and politician. BMC using the drainage system which is made by Britishers.  Even though BMC collecting huge amount of taxes, the basic infrastructure like improving water and underground drainage system not done. </p>
	<p>The simple logic can better understand why Mumbai facing flash flood. Earlier Mumbai nallas and gutters have a carrying capacity of 5 billion litres, now it is reduced to below 3 billion litres.  The actual carrying capacity should be increased to 8 billion capacity by increasing the width and depth of all small and big nallas. Just concentrating on Mithi river not going to solve the whole problem. </p>
	<p>Thus the flow of water decreased drastically and started overflowing and come back where there is a high tide.   For this, govt. and BMC come with statistical data and blame the tax payers for all the problems, while greedy builders and encroachers continue to do their illegal encroachments. Now BMC opened control room, purchased many things, but who gets actual benefit. Again tax payers lost crores of rupees. </p>
	<p>Other strategy is to compel residents of old buildings to redevelop their property by benefiting largely to politician-builder-official-criminal nexus. </p>
	<p>State Govt. and BMC taking interest in spending money in other areas.  If there is a flood, again the state and BMC get central assistance for their failure of duties and negligence, which  happened on 26th July, 2005. This is the best example how the non-performance is rewarded and politician and officials and builders benefited.</p>
	<p>Let us all hope that State govt, NGO, BMC, Central Agencies or Media make a survey in every area of Mumbai and submit a detailed report for further action.  Is it a hopeless hope.  I think concerned official and politician not ‘invent’ new excuses and try to address the problem on the ground.

	<p>When we hear the name of Kerala, the God’s own country, first imagination come to our mind is the greenery scene with lots of coconut trees and back water etc. But there is a bitter reality inside Kerala. The problems are plenty. Everything not fine in Kerala. </p>
	<p>Nuisance and Annoyance of the Left parties especially CPI(M) :  Frequent harthals, bandh and strike hit the normal day to day life in Kerala.  Kerala has many world record especially on  Harthals, Bandh front. The Life and property is under threat and frequent obstruction of peoples movement.  Like event management, special gangs are there in every political parties especially CPI(M) to take advantage of this harthals and Bandh. </p>
	<p>After the growth of left parties, especially CPI(M)  Political murder between RSS and CPI(M) are regular scene.  Political cadres using Bomb to eliminate each other.  In this whole episode, the main loosers are ‘Hindus’.  CPI(M)s and RSS cadres mainly belongs to Hindu community and they are engaged ‘war’ with each other with their top leaderships hidden agenda to eliminate Hindus.  RSS &#038; Left parties acting like paper shredder to eliminate Hindus and minority communities are overpowered.  </p>
	<p>This is the one state in the world the well organised headload union workers adopted barbaric method like grabbing money without work.  One cannot do load and unload our material without the support of headload workers. We have to pay even if we load and unload the materials on our own or use our own men.  Their charges are 10 times more than the transportation cost. These union workers saying that it is only their right to do this.  </p>
	<p>Agrarian crisis: Due to heavy increase in labor wages and laziness among labors and increasing input cost, paddy and other cultivation is in great crisis.  Politicization and unionization of labor in almost all sector is the great problem for the development of Kerala. Most of them believing wages without work or more wages with less work.  </p>
	<p>At local level, there is manpower crunch and efficient workers as locals are lazy and most of them prefer white collar jobs.  To load and unload farm produce, the farmers have to depend upon the unionized headload workers. The farmers compelled to cough up huge amount for loading and unloading account to these section.  Paddy cultivation is reduced due to non-availability of workers and high wages and militant trade unionism, farmers cannot change the cultivation due to the dictate of state govt and political parties like CPI(M). </p>
	<p> CPI(M) is the party who don’t want anyone to flourish and they are engaged  in most barbaric methods which never head in any part of the world.  When farmer try to change their cultivation from Paddy to other produce,  CPI(M) party members spoil the agriculture produce and even put their flag on the land. Many goonda and jealous and lazy people involved with CPI(M) and most of the time, they get protection money from businessman, traders, landlord and other individuals.  The people who refuse to pay get attacked and by the CPIM cadre and goonda elements and </p>
	<p>They are acting like a Taliban.<br />
Crisis in Health Sector : The health sector completely collapsed in the state run government hospital. Hospitals become a breeding ground for spreading new and viral diseases and rapidly spreading.  Corruption and malpractices  in medical and health sector reached record high. Wrong and unwanted diagnosis, lab testing and prescription of high valued medicine for small diseases are a regular scene in Kerala. </p>
	<p> High prices of  all the drugs compare to rest of the states.  Government Hospitals become bacteria chambers and spreading other diseases. Frequent vital fever and flues spreading. The doctor patient relation reached all time low and patients and their kin mistrust doctors. Political interference, political, bureaucratic, religious  investment with high return and huge profit and commercial exploitation made the health sector more vulnerable.  </p>
	<p>Access to affordable health services becomes a distant dream for the common people in the state.   There is no standardization of medical services and lab testing centres and state govt. have no control over it.  Lab testing centres are mushrooming in every nook and corner and no standardization of fees and result vary in different testing centres. </p>
	<p>Wrong diagnosis in both govt. and private run hospital are on the rise.  State run hospitals are ill equipped with handling crisis with shortage of ‘dedicated’ staff, absenteeism, non-availability and shortage of essential medicines are regular scene in almost govt. run hospital and primary health centres.  One side Kerala promoting tourism, on the other side, importing new viral diseases from unchecked foreign tourists.  Once Kerala becomes a role model state for Health care. For the last 10 years, the political and bureaucratic corruption pushed the state into more backward region.   </p>
	<p>Crisis in Educational  sector :  The standard of education is deteriorating due to politicization of education.  In vernacular medium, professional competency and lack of communication is a major handicap and lag behind with other candidates from the state.  Large section of teachers lacks professional skills and expertise in teaching even though they are highly educated. Unaided private institutions more than 90% run by 2 minority communities nowadays run schools and colleges like a commercial organisation, collecting huge capitation fees, donation, high fees etc. They are so powerful to challenge the govt. and have the money power to bypass any govt. order. </p>
	<p>The govt. of Kerala try to influence and impose their ideology to the students by frequently changing syllabus in their favour.  Left front govt. try to leftisation of educational institution. When UDF under Congress came to power, they try to minoritisation of all institution in favour of Christian and Muslim community.  This process is going for last many decades. There is no neutral institution available.  </p>
	<p>There are two kinds of ‘mallus’ (Malayali people).  One is very hard working, successful in their profession, adjusting and progressive in nature.  From this section 90% of them are settled outside Kerala due to their profession.  The other section belongs to very lazy, jealousy not stick to any profession or themselves declared as unemployed even they have enough opportunities within Kerala roaming here and there making body shows doing no work. </p>
	<p>These section mostly engaged in political activities and want to earn quick bugs. Political parties effectively using them as ‘destroyers’  on frequent bandh and harthals to make loss of public and private property and  loot shops and other establishments, houses etc. Most of the educated youth get registered with Govt. Employment Exchange dreaming govt. jobs and they themselves declared as unemployed and employing local jobs are available, they are not ready to do the job due to inferiority complex. Other problem is that when people return/ visit to their native place from other state or abroad, they  treat other ‘mallu’ like outsider, look at them jealously and create maximum nuisance.  </p>
	<p>Tourism : Due to rise in tourism, there is lots of bad effect like sex tourism, drugs and flourishing of illegal activities.  Kerala claiming a cent percent literate state, but women cannot travel at night alone.  When women travel by bus, there is a nuisance and sometimes get bad comments.  There is a good opportunity for ‘harthal and bandh tourism’ in Kerala and Adventure tourism – The people coming to state have to face lots of hurdles – Bandh, harthals, bad behaviour from local ‘mouth watching’ fellows, trade unions, police and other anti social elements. The imagination from outside is very much different from inside. You get faked by rickshawalla, taxiwalla, locals people.</p>
	<p>Public Distribution System :  Kerala was one of the best state in P.D.S. distribution. Now the Public Distribution System is in bad shape due to increasing corruption and vested interest. </p>
	<p>Strong Bus Lobbies and halting train services:  Long distance bus service operators always blocking allotting new train service.  Most of the Bus operators funded by Political and Bureaucratic lobbies.  The bus charges and rickshaw charges are record high compare to any other state.  </p>
	<p>Militant trade unionism and lack of progress for industry, frequent bandh, strike and harthals, high wages on labours, material and services, dependency of other neighbouring state on essential commodities, frequent political violence due to left parties penetration, especially CPI(M) due to their barbaric ideology and intolerance, jealous and go for violent method, health, educational, agricultural, political and social crisis at all level, over power of 2 minority communities at all sector and isolation of majority community, flow of wealth to minority communities with the support of state, centre and (either left or right wing political parties), outside support making communal disharmony and the secular character of the state rapidly disappearing.  </p>
	<p>Left parties created a new ‘feudal working class’, who never believe in hard work and more than 24 hours a day, they think their right only and make the employer bankrupt.  They are not honest in electoral process and win most of the local election with money power and muscle power sometime rigging and manipulating votes. Present sorrow of the state people is the nuisance of the left parties. People of the state have no choice now; either you choose a pick pocketer or a burglar. </p>
	<p>Pravasis (The people living outside state):  Either the state or central govt. doing nothing for the welfare of Pravasis employed and staying in abroad. They are completely neglected, duped, robed and living like a citizen class citizen due to apathy of the state.  Govt. of India and state getting huge amount of Forex  and they are part and parcel of the development of state and India as a whole. While their basic needs completely neglected by protecting their labour and fundamental right, exploitation of employers in abroad, duping visa agents, failure to give necessary legal protection, economic help etc. The problems are plenty. </p>
	<p>MLAs and MPs failure in protecting the interest of people of the state:  Whichever party came to power at the centre, neglection of the Kerala state and solving the problem of states people never ever in their agenda.  The long pending demand and continued neglection of railway, inter state water dispute, failure of central and Supreme Court’s intervention against continued leftist violence in the state, are some of the major unaddressed issues. </p>
	<p>Corruption at all level:  Red-tapism, mismanagement, wrong priorities  and corruption in government and even at private sector.  There is a huge demand and supply gap. Governance almost collapsed. Taxes and duties are much more than any other state. Govt. want more and more taxes without any work and adopted an extortionist method.  Only quarrel between political parties, allies and political faction is in the news always.  </p>
	<p>People voted to power with thumping majority.  Today government becomes burden for the people of Kerala.  Every time, ‘dil mange more’. Running govt. and meeting govt. expenses is much more than the tax collection, without any welfare activities. </p>
	<p>Before visiting the Kerala state a statutory warning should be issued “Beware – If you land in Kerala – you can expect a Harthal, Bandh”, you can watch political demonstration, because it is the state of Kerala”.</p>
	<p>What outside perspective is much different from insider’s perspective about the state of Kerala.  The actual fact and imagination is much different. </p>
